Eradicating illegal levies through the Si Duli application

Under the coordination of the Coordinating Ministry for Political, Legal and Security Affairs, law enforcement agencies are trying to eradicate illegal levies or what is commonly called illegal levies. extortion in Indonesia.

There is a need to eradicate illegal levies because fraudulent practices still occur at various levels of institutions, especially those related to public services.

As a result, services to the public are increasingly hampered and expensive, even though public trust in the government is decreasing.

Extortion still exists because it is considered normal by some people and is believed to facilitate the work of several government agencies.

To overcome this, the government formed an Extortion task force whose duties were coordinated by the Coordinating Ministry for Political, Legal and Security Affairs in 2016.

The task force consists of officials from the Republic of Indonesia Police (Polri), prosecutors, and all inspectorates of institutions, ministries and regional governments under the Ministry of State Apparatus Empowerment and Bureaucratic Reform (PAN-RB).

However, the formation of this task force does not seem to be enough to answer this problem, so the government still needs to guarantee public participation in monitoring illegal levies in the bureaucracy.

Considering the urgent need to eradicate illegal levies in the country, the government created a complaint application called the National System for Management of Public Service Complaints – Online People’s Aspiration and Complaints Service (SP4N LAPOR!).

Through this application, the public can submit complaints about illegal levies directly so that the authorities can take action quickly.

In 2023, as many as 1.5 million complaints of illegal levies will be submitted by the public via SP4N LAPOR! application.

According to the Coordinating Ministry for Political, Legal and Security Affairs, the Anti-Corruption Behavior Index (IPAK) was recorded to have decreased in 2023.

The index falls to 2.92 percent in 2023 from 3.93 percent in 2022.

To further improve complaint services and case handling processes, the task force is improving SP4N LAPOR! to the Extortion or Si Duli Complaints Application System which was launched on June 13 2024.

The application is said to offer several advantages compared to previous applications in terms of the speed of the complaint reception system and ease of access.

The task force hopes these benefits will encourage people to use the app.

To realize good, clean, fast and accountable government, all public services must be free from corruption.

According to the Coordinating Minister for Political, Legal and Security Affairs Hadi Tjahjanto, action against perpetrators of illegal levies will be carried out quickly with the help of an application.

Complaints submitted to the application will be received by the task force and then verified using evidence which will also be sent by the public through the application.

Next, the task force will follow up on the complaint by visiting the location of the illegal levies and imposing sanctions on employees who are proven to have received the illegal levies.

The Task Force will protect the identity of the reporter to ensure that the public does not hesitate or be afraid to report illegal levy practices.

Chairman of the Extortion Task Force, Komjen Ahmad Dofiri, said that the Si Duli application not only helps the public in submitting complaints, but can also prevent the practice of illegal levies from upstream to downstream.

This can be done by recording the number of cases of illegal levies received by the task force through the application. From the total cases, the task force will map out which agencies, ministries and institutions have the most cases of illegal levies.

Through this application, the government can also analyze the methods used by perpetrators to collect illegal levies.

With this information, the government can mitigate illegal levies early on without having to wait for victims to appear.

Furthermore, this implementation is also expected to be a stimulus for all ministries and other government institutions to implement the concept of digital-based services.

This concept must be applied to change behavior in face-to-face services which opens up opportunities for certain parties to collect illegal fees.

Furthermore, the Si Duli application will make the handling of cases of illegal levies transparent.

Transparency is also applied to the task force so that the government can map which regional task force handles the most cases of illegal levies. It is hoped that this can motivate other people to carry out their duties to serve the community.

With the launch of this application, the Task Force has high hopes for community participation in efforts to handle illegal levies.

It is hoped that the Si Duli application can be used as a weapon by the community to fight illegal levies on government institutions, especially those related to public services.
