Lobster management regulations attract interest from Chinese investors: Government

There is a Chinese state-owned company which (previously) was a buyer of Vietnamese agricultural products…It has conducted a survey in the Riau Islands.

Jakarta (ANTARA) – Minister of Maritime Affairs and Fisheries Sakti Wahyu Trenggono said the latest regulations regarding lobster management have also attracted the interest of investors from China.

“There is a Chinese state-owned company which (previously) was a buyer of Vietnamese agricultural products. That is what we are attracting investment to here. We have conducted a survey in the Riau Islands,” he said.

He made this statement during a working meeting with Commission IV of the House of Representatives (DPR) in Jakarta, Tuesday.

According to him, investment in lobster cultivation will increase state revenue through a non-tax state revenue scheme.

Based on his calculations, the country will receive at least IDR 900 billion (around US$55.19 million) in revenue from transactions sending lobster seeds abroad.

The government issued Minister of Maritime Affairs and Fisheries Regulation Number 7 of 2024 concerning Lobster Management (Panulirus spp.), Crab (Scylla spp.), and Flower Crab (Portunus spp.) in March 2024.

Based on this regulation, foreign companies investing in Indonesia can take lobster seeds abroad to be cultivated abroad.

In view of the changes in lobster management that were initiated through this ministerial regulation, the Ministry of Maritime Affairs and Fisheries has established Project Management Office (PMO) 724.

This service is tasked with supervising the implementation of lobster management regulations, starting from catching lobster seeds in the wild, developing lobster cultivation, investment, and monitoring related to the use of lobster seeds.

Trenggono hopes that with the new lobster management, the smuggling of lobster seeds abroad will continue to decline. The ministry also continues to strive to strengthen the supervision system, in line with the proposed increase in the ministry’s budget in 2025.

At the meeting, the Ministry of Maritime Affairs and Fisheries proposed increasing the budget by IDR 4.47 trillion (around US$274.29 million), bringing the proposed indicative budget ceiling for 2025 to IDR 10.7 trillion (around US$656.59 million).
