There was no Presidential instruction in the Cabinet meeting to collect money from subordinates or staff to deal with the food crisis caused by the pandemic and El Nino.

Jakarta (ANTARA) –

Special Staff to the President for Early Legal Affairs, Purwono, denied the statement by former Minister of Agriculture Syahrul Yasin Limpo (SYL) who stated that funds were collected from Ministry employees on orders from President Joko Widodo (Jokowi).

“There were no instructions from the President in the Cabinet meeting to collect funds from subordinates or employees to deal with the food crisis due to the pandemic and El Nino,” he explained via short message, Thursday.

Purwono said that every presidential instruction and use of discretion by presidential assistants in handling a problem must be interpreted and limited in accordance with the discretionary procedures regulated in the Government Administration Law, must not exceed the authority of ministers/institution heads, and be reported to the President, as his superior.

“Every collection of money or illegal levies carried out by state officials or state civil servants for personal interests is a criminal act of corruption,” he stressed.

Previously, in his corruption case trial, SYL said that the policies he took as Minister of Agriculture were based on the President’s instructions amidst warnings of a food crisis due to the COVID-19 pandemic and the El Nino phenomenon.

SYL argued that the money collected from its staff was intended for the benefit of the Indonesian people who were threatened with insufficient food needs.

He also admitted that he felt aggrieved by the testimony of his subordinates at the Ministry of Agriculture who were considered to be cornering him.

SYL was charged with extortion and receiving gratuities worth a total of IDR 44.5 billion (US$2.6 million) in alleged corruption cases at the Ministry of Agriculture during the period 2020 to 2023.

The Secretary General of the Ministry of Agriculture for the 2021-2023 period, Kasdi Subagyono, and the Director of Agricultural Equipment and Machinery at the Ministry of Agriculture for the 2023 period, Muhammad Hatta, are also defendants in the case.

The two of them are suspected of coordinating the collection of money from echelon I officials and their staff, including to finance SYL’s personal needs.
