The government promises to tackle disability discrimination in tertiary entry

Jakarta (ANTARA) – The Ministry of Law and Human Rights promised to handle incidents of computer-based exam participants with disabilities who were forced to remove their hearing aids when taking state university entrance exams.

In an incident that occurred on May 14 2024, Naufal Athallah, a deaf high school student, was told to do this after other participants suspected his hearing aid was an audio receiver to cheat on the exam.

“The incident where Naufal was forced to remove his hearing aids is not in line with the government’s commitment and enthusiasm to encourage the fulfillment of the rights of people with disabilities in national education,” said Putra, Director General of Human Rights at the Ministry, Dhahana, based on information received here, Sunday.

“We will communicate with the Ministry of Education, Culture, Research and Technology to prevent similar incidents in the future,” he added.

Putra emphasized that Indonesia is a party to the Convention on the Rights of Persons with Disabilities (CPRD) which mandates inclusive education for people with disabilities.

Meanwhile, because Law Number 8 of 2016 concerning Disabilities mandates the government to continue to improve disability rights, Presidential Regulation Number 53 of 2021 concerning the Human Rights Action Plan includes people with disabilities as one of the main target groups.

Therefore, he said, this incident caused Athallah, who is deaf, to lose his right to receive equal and inclusive education.

Meanwhile, the Director General said the incident involving Athallah highlighted the lack of awareness of disability rights from some members of society and emphasized the need to continue promoting disability rights to everyone, including in the education sector.

“It is important to raise awareness about inclusive education and respecting disability rights in the education sector, including for college entrance exam organizers,” said Putra.

He added that his party is working with students from several high schools in Jakarta to launch outreach on disability rights among teenagers to increase awareness of inclusive and fair education for all, including friends with disabilities.
